In application of article 13 of the concession specifications for the Public Power Transmission System
, RTE draws up procedures for processing requests for connection to the public network from users and public distribution networks. The connection procedure is subject to consultation with numerous stakeholders, and is approved by the French Energy Regulatory Commission (CRE).
The technical requirements for the design and operation of installations for connection to the public network are defined in the European regulations establishing network codes on the requirements applicable to the connection to the network of generating installations, distribution networks and consumer installations.. The
regulatory framework applicable is that for new interconnections covered by European regulation no. 714/2009 of July 13, 2009. In the absence of a regulatory text, technical specifications are defined in the technical reference documentation published by RTE.
